ICTU and GBO.Overheid
The ICTU Uitvoeringsorganisatie (ICTU) and the Dutch Gemeenschappelijke Beheerorganisatie Overheid (GBO.Overheid) both work intensively on electronic government (e-government) and the National ICT infrastructure. The ICTU develops the ICT provisions for e-government that are subsequently managed by GBO.Overheid. To link the vision, and the development, of national geo-information infrastructure with that of the ICT infrastructure, Geonovum strongly cooperates with the ICTU and GBO.Overheid. This cooperation is connected to the first implemention strategy of inbedding geo- information in e-government: Gideon of VROM.
Nationaal Uitvoeringsprogramma (NUP)
To create a cohesive and effective e-government, it is necessary to develop, construct and implement a limited number of basic provisions. This saves money, creates possibilities of linking businesses and it advances standardisation. In the national executive program (Nationaal Uitvoeringprogramma Dienstverlening and e-overheid (NUP)) the development of E-government is determined. The NUP focuses its work on the basic infrastructure of e-government. The NUP supports provinces, municipalities and water authorities in their implementation of e-government. More information about the NUP is listed at [1].
The basic infrastructure consists of five parts:
- E-accessibility
- E-authentication
- Numbers
- Basis registrations
- E-exchange of information
In total, these parts consist of 19 provisions. General information about the NUP and these provisions are presented here: Presentatie NUP.
By using example projects, the NUP wants to illustrate how an ICT infrastructure can contribute to an efficient electronic service and the maintenance of authorities. The projects cover the policy fields that are spearheaded for the Dutch government. More information about those projects is listed at [2].
NUP and 'geo'
About 50% of all NUP projects have the potential to use geo-information. ICTU, GBO.Overheid and Geonovum cooperate in part of the projects. It is their goal to make sure that geo-information is integrated in the correct (standardised) way. The emphasis is put on basic registrations and e-information exchange. We are talking about the following projects:
- integrating geo-services with OSB-services;
- fine-tuning the national geo-register and the OSB service register;
- adding to the OSB standards, or fine-tuning of NEN3610 and StUF;
- practical test data exchange BAG – BGT;
- increasing TMF with geo-information;
- harmonising conditions for connection of services;
- cooperating in Geo search and viewing services (GEOZET);
- increasing NORA with a geo-set.
