INSPIRE is a directive containing the law that is applicable to all the European member states. Originally INSPIRE was devised for just environmental applications, but thanks to its capacity to be widely used, it has led to a general European geo-information infrastructure. For the major part, INSPIRE prescribes how the National Geo-Information Infrastructure (NGII) should be completed. The way of working which Geonovum has chosen regarding standardisation is ‘one on one’; this conforms to the divisions used in INSPIRE. These divisions have occurred, to a certain extent, because of the nature of standardisation, but also because of involvement in the working program of INSPIRE.


The infrastructure prescribed by INSPIRE makes integrated geo-information and services available to users. The available services enable users to find geo-information in various resources and to combine it in an interoperable way (both technically and semantically), from local to global level; they also enable users to use the information in a wide range of applications. The users of INSPIRE are policy-makers, planners and managers at European, national, regional and local levels, and individual citizens and their organisations.

Services can enable the visualisation, combination, integration and analysis of geo-information. The implementation rules contained in INSPIRE are related to both technical and non-technical aspects. Think, in this respect, of metadata technical standards and the protocols which relate to non-technical aspects, such as problems in an organisation, the data policy (accessibility) and the gathering and managing of geo-information related to various themes.

It will become mandatory by law for the INSPIRE themes to make metadata available that conforms to the introductory rules of INSPIRE. “The Dutch metadata profile on ISO 19115” and “the Dutch metadata profile on ISO 19119” contain the requirements stipulated by INSPIRE.
