Data is generated for more than one purpose; for projects such as a temporary work file, for analysis purposes, for recording policy or factual data for products or processes.

Data, being temporary information, is often only important to the maker or to a limited number of people. If data is to be used and exchanged by more than one person, or if it has a formal status then ease in accessibility and management is of great importance.

The particular date on which metadata should be recorded should be agreed within each organisation.

Metadata can be subdivided into content metadata, technical metadata and metadata; these are management concerns. It is important that the metadata is completed by people who have knowledge of the content of the dataset and by people who have more technical geo-specialist knowledge. Some should also have responsibility for the quality and publishing. This will often mean that more than one person contributes to the creation of the metadata. Responsibilities and roles for (parts of) metadata must be recorded.

Ideally, metadata will be part of the data or service production and management process. This should be set up in such a way that the various aspects of the metadata can be completed and managed by the relevant person.. The making and managing of metadata is (part of) a working process.

Part of the metadata can be automatically generated from the data. It is preferable to use the software that is normally used for larger amounts of data. The use of default settings for, for example, the name of the organisation if preferred.
