The INSPIRE Directive covers five main aspects:
- Interoperability of Spatial Data Sets and Services In its Annexes the Directive lists the 34 data topics that shall be made available in the final infrastructure. The directive requires provisions to allow for an as far as possible seamless and uncomplicated integration of datasets covering these topics and stemming from different European sources. - Metadata To allow the discovery and evaluation of INSPIRE relevant data sets and services in Europe, the INSPIRE directive requires the provision of Metadata about these resources. See 6.3_Technical Architecture Overview and 6.6_Metadata for details.
- Network Services The directive requires the provision of Network Services, to make it possible to discover, transform, view and download spatial data and to invoke spatial data and e-commerce services. See 6.3_Technical Architecture Overview and 6.5_Network Services for details.
- Data Sharing Here data policy provisions are required to allow an as easy possible data exchange between public bodies and to allow third parties, especially citizens to have an as much as possible free and easy access to spatial information covered by INSPIRE.
- Coordination and Complementary Measures This part of the directive covers the organisational and management aspects of the INSPIRE implementation. Especially measures to allow the monitoring of the INSPIRE implementation process are required.
Moreover the directive requires the European Commission to implement an INSPIRE geo-portal. The European geo-portal shall give access to the Member States’ implementation of the INSPIRE Network Services. Find a prototype of the INSPIRE geo-portal under http://www.inspire-geoportal.eu/.
