INSPIRE is set up as an as much as possible bottom-up, transparent and democratic process. Consequently there a various groups involved in the INSPIRE development:

  • The Spatial Data Interest Communities (SDICs) represent the various INSPIRE stakeholders, they provide reference material for the development of INSPIRE Implementing Rules and Guidance Document, they comment the draft INSPIRE documents and the nominate Experts to be member in the INSPIRE drafting teams and working groups or they simply stay updated. The registration of SDICs is continuously open.
  • Legally Mandated Organisations (LMO) act in principal as the SDICs but represent the Member States’ administrative bodies which have to implement INSPIRE on the national level.
  • The Drafting Teams (DT) and Thematic Working Groups (TWG) draft the INSPIRE Implementing Rules and Guidance Documents. Five Drafting Teams exists (one for each INSPIRE component: Metadata, Network Services, Data Specification, Data Sharing, Reporting). The work of the Drafting Teams started in 2005.
  • The Initial Operation Capability Task Force (IOC) represents MS LMOs to draft and prototype the first INSPIRE network services
  • The European Commission (especially Directorates Environment, Joint Research Centre, and EuroStat) support and coordinate the development of the INSPIRE Implementing Rules and Guidance Documents and implements the INSPIRE geo-portal. The European Commission forms the Consolidation Team (CT) to coordinate the INSPIRE Implementing Rules development.
  • The INSPIRE Committee (IC) convenes Member States representatives to assist the Commission and to deliver its opinion on the draft Implementing Rules proposed by the Commission.
  • The annual INSPIRE Conference offers a platform for all INSPIRE stakeholders to to get updated and to exchange experiences and best practices.
