The metadata implementing rule specifies metadata elements for the discovery of spatial data and services:

Metadata for evaluation
In addition, the INSPIRE data specifications may specify additional metadata elements for evaluation purposes. These are not queryable via a discovery service, but are in general required for interoperability. These include the following metadata elements where applicable:
- Coordinate Reference System
- Temporal Reference System
- Encoding
- Topological Consistency
Additional theme-specific elements from the set of the ISO 19115 metadata elements may be specified by the relevant data specifications.
Metadata for use
For the interpretation of the spatial data, additional information (metadata) is required. See 6.4.21 INSPIRE registers.
