6.6 Metadata
Introduction
The subject of the following sections is the role of metadata within INSPIRE. It exists a broad variety of metadata definition in the IT world. One of the more sophistacated can be quoted as follows:
- "Metadata is structured, encoded data that describe characteristics of information-bearing entities to aid in the identification, discovery, assessment, and management of the described entities." (American Library Association, Task Force on Metadata Summary Report, June 1999)
How this general aspects are reflected within INSPIRE will be investigated in the following sections. The basis for the definition of INSPIRE metadata elements is the INSPIRE Directive. The requirements defined by this document are the starting point of the investigation followed by the scope of metadata within INSPIRE.
This leads to the INSPIRE metadata elements itself that are specificed by the INSPIRE Implementing Rules for Metadata: Every single metadata element is described with respect to its meaning and usage within INSPIRE.
To complete the picture, the INSPIRE metadata elements are bound to the context of specific information models, i.e. ISO 19115/19119 and Dublin Core (ISO 15836). This aspect is realized by technical guidance documents that are explained in detail.
While the main aspect of the course is on the metadata elements itself, it is also shown how this is related to topics like INSPIRE Discovery Service and Spatial Data Themes.
