The developments which are needed to achieve high-quality and user-friendly metadata editors are currently lagging behind the developments made in the standard and its use.
At this moment a number of them are available – one of which is CATMDEdit - an open source product which was developed in Spain and best supports ISO-OGC and INSPIRE standards.
